In keeping with the philosophy of the Heinrich Böll Foundation, the proposal is a ‘landscape house’. The parkland seems to flow through the transparent ground floor with the spaces for public events, which – including sunken areas, galleries, stairways and ramps – presents a communicative, open atmosphere and becomes part of the park, while the three office floors of the institution are raised above, interpreted as an ‘office landscape’.
